Estados Nuevos Latinos is comprised on Earth of Mexico, Cuba, and all of Central and South America, as well as a few other scattered Latino nations. A moderate Oligarchy, concealed weakly by a facade of a Democracy. The same leaders tend to be “elected” for life. The ENL’s only stake in the System so far are the Bio-Domes of Venus. They buy or borrow much of their technology from other nations. One major benefit of the ENL is they have no extradition treaties with any other nation, so many fugitives from other nations end up in the ENL. This, incidentally, is what keeps the ENL as a major player in the Information trade. Many defectors give whatever information the ENL asks in return for amnesty.
