Europa has two valuable commodities that are being carefully harvested, Water and Oxygen. The PRC knows that these staples of human life could be depleted from Europa in time, and as such have gathered these resources at a painstakingly slow rate while they work on building even larger oxygen producing plants on Mars. This is the PRC’s “strategic reserve” and its position in Jupiter’s orbit becomes a tactical supply station for ships on long journeys across the System. Ethnically, many of the Russian descended people in the PRC make their home on frigid Europa, which boasts some fairly good restaurants and liquor.
